Invalid or pre 6.0 AR Server license file. - [ARERR 466]
Either the arsystem.lic file is empty, or has not been converted to a 6.0 license file yet.

Be sure to verify that the -l parameter for arserverd for in the armonitor.conf file for the server being licensed is pointing to the correct arsystem.lic file
At this point the Licensing screen in the Admin Tool does not show any licenses, and if you choose an AR Server license, the hostid does not auto populate. You can do the following.
If this license file is blank, corrupted, or does not contain licenses for this server, create a new arsystem.lic containing the following:
FIELDS format feature type index site host hostip hostid number issued expire other code cmts sig
SIGNATURE b7a26c97
This will allow the license tool to start without error, and the hostid will auto populate.
