What is the reserved range for group ids? Page 3-29 of the Workflow
Administrator's Guide indicates that developers should use group ids higher than
10 for their applications.

The reserved range is between 0 and 1000. Some Administrators and Education now commonly recommend that
developers use ids higher than 10000, however 1000 is the top of our reserved range. This issue has been
reported as documentation bug: SW00081464.
